Even though the Allied Powers’ “Moscow Declaration” listed the restoration of Austria’s independence as one of their war objectives, Austria’s liberation in 1945 did not immediately bring the country’s reinstatement as a sovereign state.

The four Allies divided Austria into four occupational zones and established a system of controls that was superimposed on the governmental authorities, so that both the executive and legislative powers were subject to the supervision of the Allied Council.
