Four months were to pass after the liberation of Vienna by the Red Army in April 1945 before troops of the Western Allies arrived in Vienna to take charge of the occupation sectors assigned to them. The Agreement on Zones of Occupation in Austria and the Administration of the City of Vienna had divided Vienna into five sectors, one each under the control of one of the four Allied powers and the fifth, the Inner City, under their joint control.

While the latter was placed in the hands of an Inter-Allied Commandantura, each of the four powers established its own City Commandantura for its respective sector.
