From April 1945, Soviet occupation policies aimed at placing local administration into Austrian hands but at the same time ensured that the Communist Party was adequately represented. In line with this policy the Soviet City Commandant, Major-General Aleksey V. Blagodatov, appointed a provisional government of the City of Vienna under Mayor Theodor Körner.

The Austrian authorities were, of course, subject to control by the Soviet commandanturas. Subordinated to the Vienna City Commandantura, there were also district commandanturas in each of the administrative districts.
