Änderung des Übereinkommens zur Errichtung der Europäischen Bank für Wiederaufbau und Entwicklung

Artikel 1 des Übereinkommens wird dahingehend geändert, dass er wie folgt lautet:

"ARTIKEL 1

ZWECK

Zweck der Bank ist es, durch Unterstützung des wirtschaftlichen Fortschritts und Wiederaufbaus in den mittel- und osteuropäischen Ländern, die sich zu den Grundsätzen der Mehrparteiendemokratie, des Pluralismus und der Marktwirtschaft bekennen und diese anwenden, den Übergang zur offenen Marktwirtschaft zu begünstigen sowie die private und unternehmerische Initiative zu fördern. Zu den gleichen Bedingungen darf der Zweck der Bank auch in der Mongolei und in Mitgliedsländern des südlichen und östlichen Mittelmeerraums verfolgt werden, nachdem mindestens zwei Drittel der Gouverneure, die mindestens drei Viertel der Gesamtstimmenzahl der Mitglieder vertreten, dafür gestimmt haben. Dementsprechend gilt jeder Bezug in diesem Übereinkommen und seinen Anhängen auf „mittel- und osteuropäische Länder“, „Länder Mittel- und Osteuropas“, „Empfängerland (oder -länder)“, oder „Mitgliedsempfängerland (oder -länder)“ auch für die Mongolei und jedes dieser Länder des südlichen und östlichen Mittelmeerraums.“

Änderung des Übereinkommens zur Errichtung der Europäischen Bank für Wiederaufbau und Entwicklung

Article 1 of the Agreement shall be amended to read as follows:

"ARTICLE 1

PURPOSE

In contributing to economic progress and reconstruction, the purpose of the Bank shall be to foster the transition towards open market-oriented economies and to promote private and entrepreneurial initiative in the Central and Eastern European countries committed to and applying the principles of multiparty democracy, pluralism and market economics.  Subject to the same conditions, the purpose of the Bank may also be carried out in Mongolia and in member countries of the Southern and Eastern Mediterranean as determined by the Bank upon the affirmative vote of not less than two-thirds of the Governors, representing not less than three-fourths of the total voting power of the members.  Accordingly, any reference in this Agreement and its annexes to "Central and Eastern European countries", "countries from Central and Eastern Europe", "recipient country (or countries)" or "recipient member country (or countries)" shall refer to Mongolia and each of such countries of the Southern and Eastern Mediterranean as well."

Amendement de l’Accord portant création de la Banque européenne pour la reconstruction et le développement

L’Article 1 de l’Accord est amendé comme suit:

«ARTICLE 1:

OBJET

L’objet de la Banque est, en contribuant au progrès et à la reconstruction économiques des pays d’Europe centrale et orientale qui s’engagent à respecter et mettent en pratique les principes de la démocratie pluraliste, du pluralisme et de l’économie de marché, de favoriser la transition de leurs économies vers des économies de marché, et d’y promouvoir l’initiative privée et l’esprit d’entreprise. Aux mêmes conditions, l’objet de la Banque peut également être mis en oeuvre en Mongolie et dans les pays membres de la partie méridionale et orientale du Bassin méditerranéen comme la Banque en décidera sur vote affirmatif des deux tiers au moins du nombre des gouverneurs, représentant au moins les trois quarts du nombre total des voix attribuées aux Membres. En conséquence, toute référence dans le présent Accord et dans ses annexes aux « pays d’Europe centrale et orientale », à un ou plusieurs « pays bénéficiaires » ou aux « pays membres bénéficiaires » s’applique également à la Mongolie ainsi qu’aux pays de la partie méridionale et orientale du Bassin méditerranéen qui répondent aux conditions énoncées ci-dessus.

Поправка к Соглашению об учреждении Европейского банка реконструкции и развития

Изменить редакцию статьи 1 Соглашения следующим образом:

"СТАТЬЯ 1:

ЦЕЛЬ

Цель ЕБРР состоит в том, чтобы, внося вклад в экономический прогресс и реконструкцию, содействовать переходу к открытой экономике, ориентированной на рынок, а также развитию частной и предпринимательской инициативы в странах Центральной и Восточной Европы, приверженных принципам многопартийной демократии, плюрализма и рыночной экономики и приводящих их в жизнь. С учетом выполнения этих же условий цель Банка может также достигаться в Монголии и в странах Южного и Восточного Средиземноморья - членах Банка согласно его решению, принятому большинством голосов не менее двух третей управляющих, представляющих не менее трех четвертей от общего количества голосов, которыми располагают члены Банка. В этой связи любая ссылка в настоящем Соглашении и приложениях к нему на "страны Центральной и Восточной Европы", "страны из Центральной и Восточной Европы", "страна-получатель (или страны-получатели)" или "страна-получатель, член Банка (или страны-получатели, члены Банка)" относится также к Монголии и к каждой из таких стран Южного и Восточного Средиземноморья".
